What's in a Name?

TechSpecs Consulting Inc. is a Canadian architectural Specifications consulting practice focused on the preparation, coordination, and review of Construction Specifications, including Procurement and Bidding documentation.

The name reflects the work itself — managing and coordinating up to 40 Specification Divisions and more than 400 technical trade Sections where accuracy, clarity, and accountability matter.

Our work is grounded in project-specific Specifications authored from an actively maintained Master Specification Library of over 400 technical trade Sections. This allows us to tailor content to the realities of each project rather than relying on recycled or generic language that may no longer align with current construction practices.

We begin each engagement with kick-off meetings and technical information sessions designed to fully understand design intent, performance requirements, and project risk. These discussions inform how the Specifications are structured and written, ensuring that intent is carried clearly into the Project Manual rather than being left to interpretation during Tendering or construction.

This approach results in Specifications that are coordinated, usable, and defensible. By driving clarity earlier in the process, TechSpecs Consulting Inc. helps reduce gaps between design intent and execution, supporting more predictable tender outcomes and better-informed project teams.

WHAT IS AN RSW?

A Registered Specification Writer (RSW) is a Contract documentation specialist with a broad knowledge base and strategic insight to strengthen a Design Team and enhance performance throughout an organization.

The Registered Specification Writer (RSW) designation is administered by Construction Specifications Canada (CSC), the national association  dedicated to advancing specification practice, contract administration, and construction documentation across the Canadian design and construction industry.

An RSW is a professional who can help keep a practice more competitive, profitable, efficient and even reduce its liability. Consultants can feel confident when engaging the services of an RSW, because an RSW has proven competence through a recognized registration program.
The RSW designation is an important recognition of achievement.

Attaining the RSW designation provides the Specification Writer with:

  • Greater understanding of Construction Specifications;

  • The ability to improve the quality of Specifications;

  • Greater efficiency and proficiency in documentation preparation;

  • A recognition of commitment to recognized standards of quality documentation;

  • Recognition by peers, the construction industry, and employers;

  • Confidence of clients when engaging the services of an RSW

Founder - V SPECS

Mark Clemmensen is the Principal of TechSpecs Consulting Inc. and a Registered Specification Writer (RSW) with more than 20 years of experience in architectural Specifications and construction documentation.

His work focuses on the preparation, coordination, and review of technical Specifications that support clear Procurement, reduce risk, and strengthen overall project delivery. He has contributed to a broad range of project types, including commercial, institutional, healthcare, retail, and residential construction, working closely with design teams to improve document clarity and coordination.

Mark has maintained continuous membership in good standing with Construction Specifications Canada (CSC) throughout his career, earning his Registered Specification Writer (RSW) designation in 2011. He received his LEED Accredited Professional credential in 2007, and in 2023, Mark became a member in good standing of the Construction Specifications Institute (CSI). His work is grounded in building science and driven by a disciplined, performance-based approach focused on long-term Specification integrity.

CSC’s RSW designation is a testament to the high level of knowledge, experience and judgment related to construction procurement a specifier possesses. The designation lends credibility to a specifier’s participation in the construction process. 

CSI is the construction community's authority on communication and construction documentation. Through CSI's Certification Program, you can strengthen and demonstrate your understanding of the entire construction process.

MUNICIPAL Experience

TechSpecs Consulting Inc. has provided specification consulting services on projects undertaken within multiple Regional Municipalities across Ontario. This experience includes supporting design teams working within public-sector procurement frameworks, municipal standards, and coordinated consultant environments.

Engagement within municipal jurisdictions requires disciplined documentation, alignment with applicable codes and standards, and clarity throughout the tendering process.
